Perhaps because some people can't get accepted with their websites? It's agaisn't their T&C never the less..
might be because they have been banned previously, but yeah it also might be what wwfc barmy army said aswell about the account not registering under the users current sites.
there is an important thing make someone buy CJ account instead of creating it in minutes >>> it is account profile, such as publisher EPC. when you apply to join an advertiser program , the advertiser will take a look on your profile to decide if he would accept or deny you. when you create a new account so your profile will contain 0 EPC , 0 earnings , and your application may be rejected by many serious advertisers. People buy CJ Accounts as they do buy any gaming account or stuff. Well, buying an account would benefit them in several ways, may be the rating of the current user, the EPC. The better the rating, the higher the price!!
