    It really depends on the laws of the country so if they dont permit paypal cannot provide their service

    Because there are different laws of taxes in the different countries and ew countries do not allow foreign currency transaction easily

    Seriously, Paypal is insanely racist.

    It's so tough dealing with clients in non-European or non-white South American countries (Argentina, Brazil).
