Why PayPal payment Pro account only accept US citizens?

    I think PayPal really need to keep up with this world! Since there are many countries out there are really working in this internet marketing industry but the pp still only offer merchant account with paypal payment pro options to US citizen? Why, can anyone tell me this?

    You realize PayPal is U.S.-based business company? Although it might not be the reason but it seem it is.

    Because the laws regulating financial transactions, privacy and website security vary a lot from country to country and both PayPal and the credit card companies have to work within those laws. Since PayPal, MasterCard, Visa, and AmericanExpress are all US-based companies it only makes sense that their program to comply with US laws and regulations.

    There is also the issue of customer security. It's a sad fact that there are some scammers who take advantage of the fact that they live in countries where US law can't touch them. It would be a high risk for PayPal to allow them to set up Website Payments Pro where customers are directly entering their credit card info on non-PayPal web sites. If that credit card information was used fraudulently, PayPal (and law enforcement) might not be able to recover that stolen money.
