Ufff! None of you understand. Pakistan has got one capital `P' in its name. PayPal has got two capital `P' in its name... that is why Paypal is not available in Pakistan.

Jokes apart, let us not forget that we all are humans. There are terrorists both in India and in Pakistan, but there are also decent folks both in Pakistan and India too.

I'm sure it isn't due to "Terrorism" or anything of that matter. If you read my earlier post I thought about it and I have more to add.
1.) Financial Infrastructure. If those countries banking system is not capable of being accessed network-wide that could be one of the primary issues.
2.) Financial Regulations, they have to establish their intent to do business in Pakistan and Abide by Pakistani Regulation regarding Commerce.
3.) Language, if they are going to offer a service in a foreign country they need someone who can speak in that language should someone who has no working knowledge of English want an account. This is the harder part of them all and more costly I'm sure, having enough people trained to handle the expected flow with that language.

to work with a particular country , service provider as well as government regulations must be required. May be there is no any understanding between them.

I have read at some place that PayPal is coming in Pakistan in 2011. PayPal team has already visited Pakistan & now, they are engaged with some local lawyers.

So, lets hope, they will support Pakistan soon.

    Regards

Maybe they just don't want to. Pay Pal is a privately owned company. They can do what ever they want...they don't owe anyone anything.

This is the best reason, most people believe that Bin laden is even hiding in Pakistan. I understand some of you Pakistani's maybe be offended by that, but it is what it is. No need to get angry about it. Just because Paypal doesn't allow accounts in Pakistan, does not mean the people are all crooked... The Pakistani's I know are hard working people, so there is no need to try make up excuses on why Paypal doesn't work there.

Pakistan's infrastructure is not strong enough, nor secure enough to support or enforce any kind of financial regulation or fraud prosecution. So why take the risk?
I wouldn't do business there either, the risk of loosing tons of money is through fraud is too high.
How can you do business in a country that cant even enforce it's own laws?

I'm sorry if that offends anyone in Pakistan, but you know where you live..it's not like everything there is hunky dory.
I wouldn't take my $100 billion dollar international money transfer, and payment processing service there either.

the main reason is that pakistan does not have an anti-money laundring law in the country, so paypal will not operate until pakistan has a law! got it?
