Maybe you upgraded your account to Verified or Business?

I am pretty sure you have a 4% fee, I do.

If you are using your Paypal account for anything more than just personal purposes such as using it to collect payment for goods and services then you would need a premier or business account. A Personal account is for personal purposes such as friends sending you money to ask you to buy things for them or to pay you for what they owe you, it is typically a Send Only account.

The reason why Paypal offers Personal and Premier accounts is not for you to decide if you want to pay fees or not. There is more to it than just that. Premier accounts are made for those who wants to sell goods or services and the Personal account is for the customers who wants to spend money.

Remember that Paypal is not a charity and if it offers its services for free then it would have closed down long ago. If you benefit from Paypal, ie earn the money that you would normally not be able to earn then you should not let a small fees upset you. Remember that in this world, you cannot get things for free. Besides, you are unwilling to pay Paypal their dues, are you willing to offer your own services and products for free to your customers without earning from them ?
