i wanna know why paypal has limitation (only some countries can use paypal fully-withdraw, send all), but most of the countries including Russia can't receive money>... Who should responsible for that, those countries or paypal compnay??? and also why they have done such thing (some countries can send, receive, withdraw all while some can't do) what is the reason?
