Here is a breakdown a fees difference between Personal vs. premier account: Personal vs. premier 1) Opening the account 0 vs. 0 2) Send $ (ex. to pay someone) 0 vs. 0 3) Get $ from paypal balance. 0 vs. 2.9% + $.30 4) Get $ from Credit Card 4.9% + $.30 vs. 2.9% + $.30 5) Get $ from bank account 4.9% + $.30 vs. 2.9% + $.30 My question is referring to point 3 above. Each time I received payment from other Paypal balance (ie: other Paypal account), why Paypal still charges me some fee. Should it be ZERO fee as stated above?????? So what is the correct procedure in order to receive ZERO fee? i) Should I NOT use "Request Money" to other Paypal account balance? ii) Should I ask the other Paypal user to send money directly to my Paypal email address? iii) or else??
To me it seems like the person sending you money thru paypal is sending it to a seller and not to friend or family. if you request the money you will be charged seller fees. the way to do it with no fee's is asking the person sending you money to go into the paypal account click send money tab > type your email address and amount > click the sending money to friend or family option and they will pay a small fee if using their credit card and no fee if there is money in there paypal account already. of course if your not friends or family with the person sending money, you will have to pay seller fee's cause most people wouldn't be comfortable saying your a friend or family member. hope this helps.

Based on my experience, sender should use other payment option and both of sender and payee should in the same country. If sender and payee from different country, paypal might charge you some fee.
the person who send you money from their paypal balance, should choose send to friend or family AND they pay the fees, normaly its very low fees compared when they send money for a service
