Why Paypal can offer low transaction rates?

    I just want to know why Paypal offers around 2.5-3.5% transaction discount rate which is lowest in the world. Then why web merchants go for 2Checkout, AlertPay, Google Checkout etc?
    If a credit card processor is charging 7% then why web merchants opt for them?

    Maybe, they can't use all the options paypal offer and can use those options via other payment systems...
