yes i am also experiencing this problem, if the server system of paypal detect different i.p
they automatically limit it. and ask for that info you have said.

    thats normal.

Your problem seems to be highly unusual and I for one... have never faced any such issues in the past! Did you try contacting Paypal support... to know the exact reason behind it?

Are you surfing via proxies or other connection types which hides/changes/mask your IP?
If the IP number Paypal sees when you are trying to log in is from a different country than you initially registered your account in, then Paypal will automatically limit your account to prevent fraud.

Contact Paypal support, ask why your account was limited and what you can do to avoid it from happening again.

    thanks for replies.
Yes i am sending money through paypal and my paypal is verified, and i am not using any kind of proxy as well. Still they limit my account for every 3rd time i send money to someone.
here is the another problem- whenever i withdraw money to bank, my paypal account gets limited and money get reversed to my paypal account which gives me a loss of $20-$40 for currency conversion, i will have to call them now, i emailed them but they said that lost amount due to currency conversion takes 1 week to recover, is it true?

Well, this really is a strange problem. You are having problem in sending and withdrawal as well. Please check the bank name and your paypal name. They must match otherwise the transaction will get reversed and you will be fined for that. Did you verify your bank name and the name on paypal?

You should always use only one single PC with same internet connection always for using your paypal, then your paypal will not be limited for such silly reasons.

I have not tried to open the account on any other pc other then mine using which i registered to paypal and did my all transactions.

    Regards.

Well call up PayPal and confirm with them why this is happening so frequently? PayPal do track the ip but only in the case when you shift from one country to another. I don't think changing ip's in same country will bother that much to PayPal.

    Thanks
