I think the price of the domain has a lot to do with the branding possibilities. There is no way iraq.com is worth that amount based on type-ins or current traffic (I'm guessing). However, if you are trying to build a website with that domain name, you are getting free advertising everyday in all the news media everytime they talk about the war. I don't know how they are going to use the domain, but it doesn't sound unreasonable.
