these are all not the reasons. My blog which is hosted on blogspot for above 2 years got at a time pagerank of 3 . Before getting page rank i have blogspot address and at the time my blog is listed for some keywords which are rare in use in the first page of google and about 5 to 6 pages are included in first page of google search results. After 2 years i got http://www.techbreez.com domain and after 5 days i got my blog a page rank of 3. I think this is due to older domain age and due to listing of my blog in first pages of google results. But when i see my friends he has got his blog page rank to 2 in a month. This blog has greater no of posts and not too many links and he has not done more link building and i think he has less backlinks. But i think in the next phase of google page rank update his blog can reach to page rank 3.
What's your site about? Search engines doesn't care too much about sites with many affiliate links, so they say.

Very unlikely that 1300 low-value backlinks would still have a PR0, but it is possible. It also depends on how long you've been link building. Toolbar PR (that 0-10 number that they show you) is only updated a few times a year. Real SEOs watch conversions first, traffic second, and PR . . . well, not often. So if you're getting traffic, and most importantly, if they're buying, then I wouldn't worry too much about the green bar.
