Why my site get lesser indexed URLs after submit sitemap to google webmaster tool?

    Hi guys! I've submitted a sitemap.xml to Google webmaster tool for two years. It got indexed pages about 439 URLs. That's what I see in the report by google. I submitted another sitemap last week because my site has changed the structure a little bit. Now, I'm waiting for about one week and check the report; it shows: 609 submitted URLs and 39 URLs indexed. Can anyone explain to me? I'm appreciated all comments.

    At first only you will not see all the URLs Indexed you need to wait for some time it may be one month or more also. Check with Webmaster tool if there is any error? If no error then do not worry it will index later.
