I am assuming that you have a blog? and your blog is hosted by blogspot? You blog's rank in alexa isn't your own, it's the rank of blogger itself. Alexa will give you your own rank depending on the traffic you are getting. If you're blog is PR 0, that only means that it's either your blog is still knew or it doesn't have enough backlinks to push it into PR 1. Though I am merely guessing that your site is hosted in blogspot to begin with.
maybe when google updated last month, your PR went down to PR0. Or yes, it's new. PR0 would mean it doesn't get a lot of backlinks or visitors. Try to work on your links.maybe use link exchange if you want free links.

You got Alexa 9 because you are using blogspot and Alexa is not giving your blog to be no. 9 but it's for main domain i.e blogspot.com and Google doesn't give PR for having your website in their network. But you will need a lots of good contents and a lots of backlinks from some high PR websites.
How many links have you got? In my signature you will find a toll that will tell you. How old is the domain?
Well better do link building to get some pagerank..forum signatures can also help you increase the PR..
PAlexa 9 and PR0 will apear to me too, this is not the real ranking. Check it after a day you can see there are some changing
It's simply because you are using blogspot and blogspot has alexa 9 rank. But you will get your own ranking in couple of weeks. Also to increase PR exchange some links with other blogs. Also remember, PR will not ensure traffic to your blog
page rank depends alot on the number of quality backlinks, quality content and other parameters , Alexa only is based on the traffic that you are getting page rank has many other parameters that google considers.
If you want to know what i mean by Alexa than its nothing but crapping tool. It was showing my new site (First in the signature) as 50,000 Yesterday's Rank and under 100k For One week avg. I started just 1 week ago and getting in 100K is just crap.
Just regular add good content to your website or blogs and keep getting good quality Backlinks. this will increase your website's pr.
