A lot of advertisers have set guidelines for the types of sites they allow and I believe your past income with CJ also plays a role even though they won't tell you that.

If your site is good, then find the vendor's actual site and contact them directly regarding your affiliate application. They'll let you in via CJ.
I was in the same boat, i tried it and worked. But yeah, your site should be good enough to be accepted.

If you're getting denied or rejected message soon after your request, then it might be because your account is new and no past earning history with CJ.
So better contact the vendor directly, and their affiliate manager will arrange you something for sure.

There are some advertisers that will approve almost anyone. What type of advertisers are you applying to?

It is unfortunate, but sometimes you have to build a site first and then apply... if you don't have anything to show, or the site is low quality, advertisers may turn you down. Apply for GreatCall... they accepted me without needing a site at all, and they have a great product (the Jitterbug cellphone).

Here is a secret: if you application gets declined follow up with the aff. manager and ask why it was declined and offer some value (Why you would be a great affiliate). 9 out of 10 times you'll be accepted. <-- speaking from experience.

My site sometimes was denied, but then I visited some advertisers' sites and registered as affiliate, they accepted.
