What he's calling mixed backlinks is most known as : link diversity. Be careful nonetheless, we are only talking of the origin of the backlinks. They must come from various type of websites : Forum, Blogs, Social Networks...Not only from Forums or Blogs. But the content must be related to your website. (same rule over and over again)
I feel it's much more better talking about Link Ratio instead, make your links balanced from every source!

Link "diversity" describes the degree to which a site's back link profile is spread among sites on different IP addresses, as opposed to all of them coming from a single site or IP address. Link diversity is important because a site with any number of links would most naturally get them from a variety of sites on different IP addresses. If all the links come from one domain or one IP address, then there is the appearance that manipulation may be taking place.
Not really, or should I say you answer is incomplete. Link Diversity is not only related to ip & domain. Other factors must be considered. You must also consider 1) The origin of your links, they must come from various sources (They mustn't all come from social bookmarking or forums or blogs...). You must have links from blogs, others from social networks, others from websites... 2) Anchor text diversity, you must not have anchors links from only the main keyword you are trying to rank for. Yes, sometimes a link called " click here " is way more natural for Google than " Hire a freelancer SEO ", you must at least have 15-20% of "Click here" anchor. 3) Your links must cover all your website (also called as deep linking). Don't just create links to your homepage.
I would also like to add that besides link diversity being important, after panda/penguin it's is crucial to have those links to come from non-spammy domains. A good rule of thumb to know this is to avoid getting backlinks from PR0, PR NA or PR - (negative score). So panda dealt with bad quality links and so anything with PR0 or below should be avoided to be on the safe side. Penguin was about anchor text diversity, so keep your anchor text low: 14-17% What has worked for me is to have lots of backlinks from senuke using only PR1+ properties linking to my site using naked urls and random words (click here, my site, etc) and then have very targeted (exact match anchor text) on super relevant, high pr sites. That way you dilute your anchor text while getting backlinks from trusted, reputable sites which will avoid penalties.
