the key term here is "expert." there are so many self proclaimed experts these days that don't even know how to spell SEO (i see so many SEO experts posting noob question in the forum all thew time). if you can however find a real expert, then it will certainly be a good idea to outsource.

I do agree with this. There are lots of resources available to anyone who wants to learn SEO. The more you practice SEO, the better you get. I don't know about SEO "experts" though. Most people claim they are experts when all they know about is link building. Duh.
