lol a credit card proves nothing to paypal. it only works as a source of funding to make payments through paypal. in order to be verified you have to submit a bank account which will prove to paypal your phone and address and identity is real and that the funding from your bank will keep paypal safe from fraudsters and scammers.
I'm pretty sure it is. I was verified for a while but since I had a few issues lately with scammers I took out my account to play it safe and was unverified as soon as I took out my account

It depends on which country you are from. If you are from the US, you need to verify by adding a bank account so that Paypal can verify that you are from the US. If you are out of the US, you will need to verify using a credit card. It goes beyond just adding a credit card to your account as anyone can do that even if the credit card is not yours. You need to look for the Expander Use Program Code (ie 4 digit code) in your credit card statement which you will need to type into your Paypal account to get your account verified.
To get your account verfied with paypal, you must notify paypal by performing some basic steps where you attach your credit card details with paypal. Also after a test - 2$ transaction takes place and when you feed in the code, you will then get verified. Just by possesing a credit card will not entitle you to verify your paypal account.
Well, like I said earlier, if you sign up for a US Paypal account, the only way you can verify your account is by adding a US bank account. Adding the credit card would raise your limits only but you still need to verify your account with a bank account. There is no way about this.
