Why is this page design broken?

    I know this page is poorly coded, I'm not responsible for that, but would someone be kind enough to tell me why, when you load it in IE, the right bar completely breaks off from the rest of the page?

    it there any reason why the link is using tracking url? just wonder. :confused:
