Did you notify all those registered members that the forum is live and that they could start having discussions on it?

My favorite way to get people to start posting is almost to get them "addicted" to posting.. I know a forum that had a points system for EVERYTHING they did (I frequented it long before I started marketing) and I realized how they basically leached all their users for unique content, for posts, for activity.. it was really amazing what they did.. all for their sites "points"..

I've never tried putting together a forum yet.. but maybe notifying your members if you haven't already, adding a tier system, and making the forums highly noticeable on the main page.

Forums are tough and some people join just to join and then never come back. If you have spam protection like email verification, that could explain it to. Some of those members could have been spammers who couldn't verify once they registered.

You could go for Social media Optimization and build a network there.

Also I think you may have started with too many categories, It make the place look empty start small, and once you get some movement start adding new categories. The reason no one is posting could be the fact the place looks so empty in the first place.
