    Running Apache as service? Which version of Windows, seems like you messed up Apache somehow..
    You dont get file permission error on windows normally, unless you messed up either PHP or Apache module.

    I am running Windows 7 and the version of Apache is 2.2.17 MySQL is 5.5.10 and PHP version is 5.3.6 also the phpmyadmin app uses version 3.3.9.2

    What have you been doing lately? As I said, it shouldn't be file permission error, but check that to be sure.
    Most likely it is messed up Apache module or PHP config.

    @The Webby:Actually I'm in the process of scanning the Registry Editor right now and it seems like I have over 100 files which have errors on them. Could the Registry Editor influence the performance of the webserver?
