First of all, it's hecka cold in the winter. Wearing clothes will keep you from freezing to death. And, clothes keeps your body from getting all scratched up. Not a huge thing anymore, but back when people were still hunting for food, I'm pretty sure you didn't want to run through the forest and get your parts all scratched up. Also, hygiene. Do you want to sit - naked - on a bench after someone else - naked - sat on it? What if they have STDs? Or any other sort of infection. It's a whole lot easier to get raped if you're naked. Rapist doesn't have to worry about getting your clothes off, they just have to grab you and stick it. Sexual predators would be in paradise. Women on her period walking around naked = not cool. Some guy walking around with an erection = not cool. Kids are short, so everyone's junk would be in their face all the time. Hot people? They don't walk around naked. They know better. They would get harassed way too often. Only old/fat/ugly/whatever people would walk around naked. You know, the people you don't want to see (like your parents). There will always be some jerk that will take advantage and harass people.
The likelihood of someone's desire to appear nude in public is inversely proportional to the desire that anyone -wants- to see them nude.
