I took a look at your site and here is what I see right off the bat:

    No H1 Tag
    No H2 Tag
    Title too long.
    Load Time is slow
Your images alt tags are empty. No keyword in it.
If you're trying to rank for "westchester" keyword density too low.

Download free SEO doctor plugin for Firefox, you'll see a lot of this right away.

Also make sure Image alt tags contain your keyword, and H1 and H2 tags. Increase keyword density on the front page, add your keyword in bold in the first paragraph.

I guarantee you, if you fix those issues you'll rank better.

Ok I found out that my on-page SEO is pretty good except for one thing. The page title. Currently its "Pest Control Services - New York, New Jersey, and Connecticut".

Now, most of our business comes from Westchester County, in New York. When I type "Westchester Pest Control" Gogle ranks us very low. I do not want to single out Westchester in the title so is the only solution to use off-page SEO and link back or is that more I can do? But like I said, the other compentes like H1 headings and image alt ranks pretty good for "westchester pest control"

PR is just an indication of link popularity. Your ranking depends on many factors - such as your on page SEO and the anchor text of the backlinks

There can be many reasons behind this. there on page SEO is better than you, they have an older domain than you. they have quality links specially on the targeted keywords.

On-page plays vital role, as well as content check out the updates of your site and compare with them. One more thing you have to consider is generate more and more backlinks.

Key thing is to get as many backlinks as possible. Ideally, the phrase you use as the link text should be present within the page on your website (I generally put them into the page title for maximum effect).
Be aware that PageRank and your position in Google search results are unrelated. I've built websites with high PR and low SERPs, and vice-versa.
Also, if you're wanting to increase PageRank, don't rely on social media sites as they rarely pass link-juice. If they did, sites like facebook would have lost a massive proportion of theirs long ago!

I'm with Killbut. Your site's PR, social profile and backlinks are just 1 side of the picture. You need to study your competitor's site structure, on-page optimization and backlinks to understand how they are better than you.

For you information, pr has very limited weight on ranking. Try to get one way backlinks instead link exchange, they worth even less.

PR is different from SERP. PR is more on the value of the certain webpage while SERP is on the placement of the webpage per keyword.
