Why is it that paypal verified by International debit card not possible in india?

    Why is it that Indians cannot add International debit card to their paypal account?I just asked this question to paypal help center and they said this to me:

    " ... Now, I do want to let you know, or confirm you,
    that PayPal DOES authorize to add debit cards from the India country."

    I am confused.Is paypal rejecting Debit cards because of the VBV passwords?Is paypal currently not supporting VBV?

    The only thing I know that Indian debit card does not work in paypal.

    they used to support the debit cards but now its not allowed. may be some authorization issues
