Well According to washingtonpost To me it seems like they are also a bit confused, WHY are they treating The Plus 1 function as if it is separated from the rest of the social network? Or is it just the media that makes it seem as If Google aren't sure what they are doing?
What I understood by +1 in Google+ is that it's an equivalent to the Like feature that's on offer @Facebook.
its similar to facebook +1 feature, by the way if its confusing then how can you increase +1 on google ?
Google +1 button is for speed and also for traffic. I know that +1 is same as like button of facebook that more and more clicks on that button can help our site for better results. But the other nice thing about +1 is that its so much effect site page speed.
Google +1 is to help their system better understand what pages users like. They can use this data in the future to analyze what results make them more money on adwords but brings relevant results.
They are trying to compete with the other social networks but can only do certains things due to trademarks and patents etc...
Google are just testing the waters with the new +1. They are testing the responses of the people and if they find it worth the effort they will give it a full launch. That is the reason of the in consistencies that you may experience.
No you have it wrong I know what its all about but its the way they a giving us the system that is confusing.. Hence why you find a lot of people confusing plus1s with google plus. I know its like facebook and likes.. From where I stand it seemed as if google was launching to different products.
But in G+ you do not always need to create a page. You only need to put the G+ on which you want to put.
