I created one US based standard/personal Paypal account and verified with Suntrust VBA. Then I received small $15 payment from some one but I did not sold anything. But Paypal says that these funds are in pending balance and will be available to use after 21 days. I want to know, why Paypal marked my account as seller however I did not mention anywhere. When this limit will be removed and I will be able to use funds immediately? Please help.

Maybe the payment you have received was sent out as a payment for goods or services by whoever sent you the funds. Still seems a bit strage since it was only $15, but Paypal can be unpredictable sometimes.
It was once happened with my PayPal account which was verified through VCC. I think this problem is due to the VCC verification. I didn't contacted the support and thought it is wise to not put their attention on my account, I just waited for 21 days and then used these funds. I will suggest you to wait.
When you create paypal account and receive payment first time as goods and service funds are frozen for 21 days for verification of the payment, you can unfroze them if you submit additional details about the payment etc... after 21 days are passed you wont have these kind of problems anymore with future transactions.
Does anything appear in the resolution / business setup sections? If not, your best bet is probably to call PayPal and find out how/when this limitation would be removed.
This happen on new account, you should check your resolution case, there are a few rules you need to complete before you become establish paypal account owner.. This happen to me also. Good luck
