I can't say anything without seeing your site. One thing you should know that you are targeting very competitive niche, this may be a reason as well.
if you try "payday loans“ on google, you will see top 10 sites are pr0 . you will get the idea how hard to get the top .

SEO has become a lot harder these days..it's best you focus on other ways of getting free traffic, start with social media and forums. Good luck!
