As we grow, we may find that we are able to expand our program to more web publishers with a wider variety of web content. Possibly because even before being approved you've designed the site around Google Adsense ads (with your spaces that say "Google Ads Here") They may think you've started the site solely as a vehicle for Adsense which is counter to TOS/Policies.
when I got approved, I launched a redesign to incorporate the ads. You could apply to Adbrite or Netklix instead though
Google takes many things into account when applying for an adsense account, including content, website age, quality, and backlinks. However I am going to take a guess and say yours is what got me rejected twice, lack of traffic.
your site didn't meet their program criteria. so make a new site that does and apply again. Would you fight a dinosaur with a stick or would you retreat, get a better weapon and try again?
K, I just didn't get why they declined that site... Annoying they do not write the reason in the mail.
