    Really easy answer - because when Google acquired Blogger it was free of charge and free of ads. If they were to change everything about it would piss off everyone who had been using the service and they'd get a bad reputation.

    Its not their business model to charge for these services.

    Having forced ads will deter people from using blogger.

    The idea is to get as many people onto blogger and then get them to sign up for adsense.

    The more publishers the more inventory they can sell.

    Publishers=Inventory=Advertisers=Money

    for blogger beta , google requires you to have a gmail ID.
    So they want as many people to join there services, after that, they give them options of joining their other services.
    Say, if anyone used blogger for free. He required gmail ID for blogger beta ( not beta now). And gmail uses adsense. Now they are using adsense in ORKUT too..
    The main thing for them is to get a large number of people to their services.After that, they introduce adsense in that service.

    Releated to blogs at blogger, the google CEO once said that "98% of blogs in blogspot have only one reader and that is the blogger himself".

    If your blog become popular one day you'll probably put Adsense ads there so Google will eventually make some profit from this service.

    I cant believe you actually asked this question. ( Please dont get offended). I believe you never read history. Its the very same reason England and France went over to aftrica, china, india. To find a market place for their produced goods. As people said here you have to have free sites to put your valuable thoughts into so people search it and they click on the links you got from adsense. At the and google will be making more money then they actually spent. How do you think they were able to pay 1.3 billion dollar just for a site called youtube ???
