Why Google not give ads if it is firstly deactivated?

    do you mean whether you should apply for another account? if thats the case, you should know that adsense ban is a lifetime ban. once banned, you cannot apply anymore. even if you get approved, google will eventually find out and ban you again. you can take a risk and see if you can get away with it. some do but most dont

    Don't understand the question. Are you asking whether you should reapply if Adsense disables your account? If so, then no -- not unless you are able to pinpoint exactly why Google disabled your account (read their policies carefully) and work to rectify the problem.
