So why are we as directory owners worried about backlinks? and directory submission?

    is it worth doing it?

I guess Google is just making a point that they are not cheating in their own system. PR are determined by backlinks :)

If PR is determined by backlinks, what about these?

    http://slashdot.org/ PR9 has 0 backlinks from iwebtools

http://www.google.co.uk PR8 has Total Backlinks: 104,030 from iwebtools.

    www.stumbleupon.com/ PR8 has 0 Back links

Is this why google targeting directories and links from directories to be cheating to increase PR of a site?

Google made PR that doesn't mean they can give PR10 to all their sites..

The system does fair ratings. ;)

Because "little g" is a pillar of honesty and would never rank their own site higher than it deserves according to their own algorithm... or is it spelled "alporithm"... I get confused sometimes.

I think the problem is not that these site dose have any backlink. The main problem is the backlink checking tools. slashdot.org and stumbleupon.com have millions of back link.

First, Google use different domain for each country.

    Second, check following link analysis.

    link:http://www.slashdot.org/ backlinks: 141,000

    http://www.google.co.in/search?hl=en&q=link:http://www.slashdot.org/&btnG=Search&meta=

    link:www.stumbleupon.com backlinks: 117,000

    http://www.google.co.in/search?hl=en&q=link:www.stumbleupon.com/&btnG=Search&meta=

    link:www.google.co.uk/ backlinks: 10,900
    http://www.google.co.in/search?hl=en&q=link:www.google.co.uk&btnG=Search&meta=

The answer is very simple they doesn’t have enough backlinks.

The tool you're using is not showing the correct count of backlinks. Case in point:

    http://www.google.com/search?hl=en&q=link:www.stumbleupon.com&btnG=Google+Search

Google shows that stumbleupon.com has about 117,000 backlinks. Yahoo shows almost 5 million backlinks for stumbleupon.com:

They can even have PR20, if they want to. They control the page rank.

Google are the one who made the PR but they are not exempted for that system. Their system gives a fair result to all.
