Why google is not approving my account?

Well I have applied for Google adsense for almost 9 times. But google is not accepting my website. It says that "domain ownership" is not verfied and it aske me to upload an html page to my server to prove that i own the website. After uploading it and giving the correct url, Google still rejects my account. Am I doing something wrong here? My website content is also not illegal.
I do not want to post my url here as people will start calling me spammer.
    my website url is techgenuine[dot]com

Well I should have mentioned it here that the domain is not owned by me. I am a part of buddingblogger community but it should not be a problem as many members got the approval.

I see hacks / rapidshare in your menu. I think Google think your site is against TOS and you put links / resources to hack/rapidshare/crack etc. files...

agreed, I think google wants to be certain you own the domain, as you don't that's almost certainly why it's rejecting you - just buy your own domain for like 8-9$

If you don't own the domain you should think that it may have been banned sometimes.

Try a site on your domain.

It is not same. It can't be as I don't own the domain. I guess it is not an issue anymore as google has rejected by saying "Unacceptable site content" . It means google doesn't like my content. To be frank I've never copied anything from any website (not a single paragraph or sentence). I suspect that my rapidshare post is causing the problem. I am not sure about it. Is there any other reason? Any help will be greatly appreciated. If you want to see the copy of my email then let me know, I'll attach it here.

One more question. I had a blogspot blog where I had some illegal contents on it (I gave few illegal software in the early days of my blogging, silly me). Could it be the reason for that? Should I delete those blogspot blogs? I don't blog there anymore and there is no traffic as well. I use them for only testing purpose of my new template.
