Assuming you haven't done anything to cause a penalty, your site probably needs more links and more time. Six months is not very old in Google's eyes.

You have over 4500 pages indexed. Are you expecting more than that?
The fact you are talking about a sitemap (ie 100 or so links) I was assuming you would have far less pages than that.

As I have mentioned somewhere else, I use iSnare to build my backlinks. I outsource article writing and distribute those articles via iSnare to 500 different websites. This gets me quite a lot of backlinks and Google has been happily indexing me from day 1.

Again, some people don't recommend this technique. So far I've had nothing but success with it. But you never know. :)

You need to keep adding new content on a regular basis..

also check your server logs and see what visitors you have, see what pages the Google bot has visited and how often etc..

I can suggest setting up some blogs providing links to your sites and set them up for auto pinging with some software or you can manually ping with ping-o-matic. That will help jumpstart your sites for indexing. And in order for the spiders to come and check your site out on a regular basis, you need to refresh the content often. Another thing is you can also include <meta name="revisit-after" tag to let the search engine spider know when to come back and check your site out.
Now... it doesn't hurt to add this into your coding, but don't abuse it. I would set it at no lower than 16 days. Everyone has there own opinion about what to put, but thats my suggestion. The best thing anyone can do is to refresh the content every so often. It just says to the spiders, "Hey come on over and check me out". Good luck there!

I believe that you need to get more backlinks and have them going to as many of your websites pages as you can, this is a good way to get all of your website indexed.

Join Google Webmaster Tools (If you are already not) ; and submit your sitemap in there.

    It should get indexed then.

Since 6 months google not indexed means there is some problem. i checked ur site found cached ur site on (28 Oct 2008 22:14:01 GMT). So dont feel that there is any problem like penalization or some think with google. keep working on making BL and always check on Google webmaster tool

Thanks you all for the help!

My site has about 3000 pages, content is updated every day and the sitemap has been submitted few months ago but there is only 396 pages indexed!

Is it ok or something's wrong?

It seems to me , that everything is fine. Google may not index all of your pages and with that amount, it may take it almost a year or more to do.

All i can reccommend, is that you get backlinks, BUT... Get them to various pages on your website, which will help those pages get indexed and also give a good PR in time.

Recently I noticed that google has decreased the number of pages indexed world wide and you will need more high PR links to your home page and important joint pages to get them all indexed
