The answer is simple: "because all of your content are copied from other websites".

Solution: Create a website or blog which unique contents and dont copy and paste content from other website.

You will approve at adsense(101%) if you do my recommended solution.

Well, if you are using copied contents then better don't do it. :)
    Use your own created content.
And then re- apply in adsense and I am sure they will accept you.
And also try to get some traffic first.

Get a good domain name and write original content. Show off your writing skills a little and publish about 10 posts or so.
You can always outsource later when approved.

Focus on writing your own content (do not copy from others) and ensure the content is about subjects people would be interested in reading.

Wait till you have at least 20 pages then re-apply.

It's highly likely you will get approved.

Ensure you do not copy even paragraphs or sentences as it can easily be traced and set off a red flag.

Unique content that is good quality is the most likely thing stopping you from getting approved with adsense.
