Today one guy in dp tell me my site was banned. it is very strange. I do some 'normal' seo. but I never did any cheat. I just moved my site from aplus to rackspace last week. because my site was down about one week in aplus server but aplus guys can't give me any help. Maybe it is a reason. Well, if it was down for over a week, GoogleBot would see that and dismiss it after a few tries... Wait some more, it'll be back.
Well yeah it does look much like you have been banned there. As to why not a clue from what I just looked at I dont see any reason but that dont mean there was none. Being down for a week would not get your whole site removed from the index as far as I know, when I lost my free hosting account a while back it took quite a while to get removed from the index even though it was crawled fairly regulary. If you are sure your not using any blackhat methods I would contact Google and ask to be reindexed. If you are using blackhat methods somewere stop it and then contact Google and ask to be reindexed.
Agree, unless your site was very new with only the index cached it's unlikely they will remove your site after 1 week. Heck I have sites with 60k pages indexed and cached that haven't been up in over a year.
I believe a lot depends on the age of your site. When I create a new sites it often ends up in this state, and I don't think I am doing anything that would normally get me banned. Older sites dont appear to suffer from this as much.

First glance, I'd say duplicate content. Every page has this same text: And since its the predominant text on each of the pages, dupe content probably hit you. The "news" items on the right (many of which are blank with no content) probably aren't helping either.
Gurus here often give this answer to this problem: It takes about 6 months for the site to get unbanned. Please correct me if I am wrong.
You could submit a sitemap to google. You can send a reinclusion request from there. That worked for someone I know.
It even has two dmoz listings, I don't see anything wrong that would get your site banned. PS: It looks messed up with firefox, you may want to check it

I have experience this before. I tried many ways but to no avail. Eventually I decided to switch my domain name. What happened in my case was that the hosting provider I used was under Google's banlist (for spamming reason). Even after I switched my hosting, Google still ban the domain name "associated" with the previous hosting. You told us that you switched your hosting. That could be the problem if Google doesn't like rackspace for any particular reason.
When google banned that german auto site, it was unbanned right away. If you file a reinclusion request, it can be short or it can be long. I think the severity of the ban is most important.
