Why .edu backlinks consider as very good for PR?

Sorry, but I don't buy that even for a second. Some people spam blogs, directories, forums, social networking sites, and even educational and government resources for the sole purpose of trying to rank better. Heck, some people would even spam their own mothers if they thought it would help their position in the search engines, and I wish I was making that part up.
