In some cases there are legitimate uses for special characters.

It does not look like a scam, at all

Maybe they want to attract more attention to their thread.

Well it would not attract a lot of people as everyone uses it just like you said

Normally these special characters are used by members to make their thread more catchy.

Those would put me off, I have never seen them, but I never click on threads especially in BST that have loads of spam characters or CAPs etc.

I guess you could consider those special characters "click optimization" ;) But they guy does have a point, there is no need for these characters.

I just browsed and here are a few I came across.

    [WTS] ██►10 Unique CAR INSURANCE articles|CS Passed|454-562 words|High Quality!◄██
    [WTS] ►► 5 Web Hosting Articles | 100% Unique | 2341 Words | Canadian Writer
    [WTS] ★█ 10 "DEBT CONSOLIDATION" Articles|475+ Words|High Quality|CS Passed|100% Unique! █★
    [WTS] ♣ ♣ 11 Unique Weight Loss, Career & General Articles ♣ ♣ CS passed > $18
[WTS] 4 Unique Articles for sale [!!!!! "Make money online" !!!!!] - $10

I've nothing against this but it does attract your attention more and will force others to also use these special characters.. (at which point these special characters have lost their value)

A quick plugin could be written that simply strips these special characters from the post title (as well as !,*,@,# etc) (and capitalization)
