Why doesn't MSN adCenter heavily advertise on MSN?

Google prominently advertises Adsense on their homepage, and MSN doesn't give hardly any prominence to the MSN Adcenter. Are they not trying to court small business owners that visit MSN or are they just oblivious or what?

on live.com and msn.com there is a link on their footer for advertisement opportunities. Though must say that's it's out of the way it is on their homepage

As far as i know, qualifying for placing adcenter content ads on your site is VERY tough.... msn is very choosy about who they put... u need to have an old domain, lots of content and high ranking.....

AND ive heard that all campaings are reviewied by workers, not an automated system... i mean they let ur ads start after an automated check.. but an employee checks them too and stops faulty ads.....

You want good conversions, adcenter is the way....especially for US and UK traffic
