I came across this site http://www.silouangreen.com and then scrolled down to notices huge amouts of (keywords) seach engine spam. How come sites like these are not banned from Google or any other search engine? Or is this not against TOS, but is a smart way to optimize your site for search engines?
I have asked myself the same question. It is definitely spam. I have competitors that do it and are ranked ahead of me. I won't do it because I would be the one they ban. Just got to hope that it eventually catches up to them.
It is definitely against ToS. Report them for a ToS violation. It does take some time but Google definitely will ban these people. Without someone reporting them sites like these might slip through the cracks for quite some time, but eventually Google will detect and ban them.
There are tons of em http://www.backofthevault.com/ I doubt it ranks for any of the words on that page - so, really - banned or not - does it really matter? Personally, I'd prefer sites do this than legitimate onsite stuff, as it makes there be less competition if people actually think that it helps/
The example I showed, was found with Google, when I looked for professional business consultant. So them spam seems to work

It might take a while, but they will eventually get banned. The only problem is that 5 more will pop up to take its place.
Yes, Zaphrod, you are right. Issue is google works with computers and not humans to locate such sites primarily, so the persons out to exploit to system would always be step ahead, but be sure, soon google would catch up Share your immigration experience
The attack on these sites needs to be two pronged. As zaphrod and chawlars point out, by the time Google catches them, 5 more will take its place. But we can do something about this by informing those less saavy among us that these are bad sites and that nothing on the site should be clicked on. If these sites don't generate revenue, they won't be as popular. On the other hand, that may motivate some of them to find more devious ways of cheating. So, maybe you should tell all the less web saavy people you know to click on all the links on the site so it "overloads" the server.
Google is always coming up with new search engine algorithms, eventually these sites will be non-existant in the search results of google.

The site definitely needs to be banned, but from what I gather Google indexes keywords from the top down in the code. If the keywords are at the bottom the site won't rank as high as someone who has them properly emphasized in title tags and such.
this site is definate spam. normally it takes time for SE to get data analysed and take actions. also there is another problem with css spaming
