Thats weird your Blog C is not in the index yet but it has PR 3

I guess PR is broken or G does not show everything using "site" command..

I think site b has more outbound links than site c that gives a PR vote to another pages and deducts pr points from site. I think thats how it happens (but Im not sure)!

Based on my experience G never shows everything using the "site" command.

You have to be careful about outbound links. Link to a bad site & it will devalue your PR.

It doesnt matter where you link to(unless you completely spam and make a link farm), its were people link you to/from. Whatever page they link to will raise its PR.

Correct PR vote will depends on the PR of the site linking to your site. So even if the inbound link that comes to a high PR(7, 8, 9, 10) site but totaly not related to your site, it will still give a big vote.
