IE have a long history of trying to create and follow their own standards because Microsoft are greedy but Open Source like Mozilla. IE9 seems to comply good with standards, however I hate its undefined behavior (i.e. if there are some html errors, Chrome and Mozilla are much more likely to guess how to handle them gracefully).
It's better than IE8 but that's not saying anything. Just try and run WebGL on it for starters. Or look at my link below.
Internet Explorer shouldn't be scrutinized, lazy people who don't code correctly hate it, but those who code properly and don't get lazy still like to use it

Very interested to have a look at the IE update on filehipo. I hate building a site and making it visualy great on Fire Fox to later check on IE and see that it looks incorrct
