Why does Google not recognize most backlinks?

Even Google webmaste5r tool not giving correct and also updating rarely can say monthly.. better use third party tool like backlinkwatch.com

Just try it with google webmaster tool, or other backlinks tool,,,

 

This is Google's way of making sure established site are ranked in their search engine.

i never read any where on google Blog or never on matt cutt blog this all.
