Why is it that when I send cash to some people using PayPal, it doesn't go straight into their balance, they have to claim it first? Other times, the cash goes straight though with no need for claiming it. Is this due to the country the person is on or something?

This happens when someone sends money trough PayPal and sender's transaction currency differs from the one set for receiver's account. Also, there is a setting from PayPal account that allows receiving money in any currency without the need of confirmation each time.

So is this a setting in my account so that all my sent payment go straight through?
or Is it a setting in the person receiving payments so that they don't need to claim them?

It's a setting that needs to be set in receiver's account.
