Why do people with ZERO posts are allowed to send pm's?

Do people with 0 posts are allowed to send pm's ?

I just received another one, and I always see that the sender has 0 posts.

Wouldn't it be better to set some limit on those zero shakers? Maybe 5/10 posts or smth.

This has been asked many many times before and rejected each time, just use the search feature or see similar threads below for your answer spam PM's are a nuisance, just forward any you get to a mod and forget about it not much else you can do.
