People take advantage of web developers for two reasons: * the buyers may not be fully aware of what happens in a project and think their budget will cover it or * a web developer is desperate to get his/her name out and accepts mostly anything, giving the illusion that all web developers will work for next to nothing or both.
The worst thing is when they say they want to see some "drafts" before they make a payment, i can only afford to spend 2 - 3 hours on a draft and yet the customers usually insist on details being correct on the drafts. I am going to stay away from customers which have found me online via forums etc... best for me just to stick to my other clients obtained by other methods.
i have seen lot of this offers as well. i think the guys who do this jobs are no that good anyway, because otherwise they would get better offers and just dont had time for this crap. but you could also try something else: you rate is $25/h, he offers $250 so this gives you 10 hours for the project. thats maybe 5 minutes for a logo (just write the company name in some silly font and add some shadow, make it fit with width and height tags) and spent the other time on coding. of course you wont have time for testing and still have some mayor bugs in it, but he - who can expect a perfect website for $250
You guys have it all wrong... Developers don't get paid by the hour anyways, it's a salary. The best way to make money is to develop a product and then sell it as a one-shot solution, and then keep the money for yourself. I don't mess with development projects, I just pre-code and package and sell it myself. If you're even smarter, you can pretend that you're coding it from scratch and use a template. Pretend you worked for 12 hours, and instead, just punch in a couple lines of code. The whole point of being freelance is to rob the corporate capitalist empire blind. They're lucky I can't code a program to destroy the planet earth yet.

Another thing - they want to get quality work for nothing, or they don't need quality work, just to do it. I've been selling moving and storage (removals) for years. What always astounds me is that people will hand over everything they own to some creepy company for a $50 savings. Really. Everything they have slaved for over the years for $50 savings. I never understood that! So I empathize with the developers. However, I was a purchasing manager with a seven figure budget too. During that lifetime, I discovered numerous times where vendors where gouging me / us. So I empathize with the customers. Conclusion: You can sometimes find the same work for less. Sometimes quality costs more. My bottom line: Both of you need to stop whining already. It was a business quote. There wasn't even a transaction made!
Who's whining? I was ranting. If I'd lost money/time on the deal, perhaps I'd whine. But in this case I have nothing to whine about
