Why do people buy Affiliate network publisher accounts?

    Perhaps because someone has a site that doesn't meet the affiliate networks guidelines. This can be content, traffic, etc. So perhaps by buying someone's account they are approved already and trying to get in that way. Often adding new sites to an existing account does not require a manual review.
