Why do Google penalise new sites?

I have been doing a bit of research on new sites and why Google penalise them. I believe some of the reasons are :-

    1. To stop the flood of money available to push a new site to the top of the search rankings. The here today, gone tomorrow sites we have all seen.

    2. To allow sites with "authority" to rank better and in effect reward those who have been listed with Google for longer.

    3. To instigate a long term approach to SEO and online sites, offering a more steady and constant flow of new sites.

    Any more ideas?

Google really doesn't penalize new sites. As a new site comes out, it takes time getting indexed and rank better in search engines; thats all its about. I find it more like a hoax then truth.

Google actually seems to give an advantage to new sites at times. You've heard of many new websites ranking #1 in Google for a great term then after a few days/weeks they drop off the face of the planet.

Google does not penalize new websites. But there is this process that new website need to go trough, the process that will decide if they are worthy of good ranks or not. Im not going into details but you know what i mean: original content, quality backlinks, etc.

Google will penalize spammy sites and those don't bother to adhere their TOS.

Yepp... my site was (and still is) new and it was up only one and a half month before it got a PR3 from a PR-N/A ...so its not true that it "penalizes" you for being new. However, if you are a new site and your contents are all available elsewhere then it might not see you as "worthy" and hence one might hesitantly think that you are being "penalized"... know woot I mean?

its more like puting them in the sandbox till google is certain that site owner is not spaming or nit buying millions of paid links to boost the ranking. when G has more info about a site and is somewhat certain that the site has content and getting links naturally, it will start showing the site in SERP

New sites can get listed in top of search sometimes. This is called new page bounce. They usualy go back down after few days or weeks. Then they come back up in rank after they get more links and pr. If site is new and has thousands of links overnight you might have a problem.

Age is an important factor in SERP. But my site inetailly around 2.5 months was in a good SERP position(means compare to now). Now my site PR3 but SERP degresed. Before in Page3 and now cant see until page30 i checked. I dont know really waht happend. I saw many site have even PR1 in good SERP... Sometime i feel that all those discussions are waste. There is something else... ANBy ow m waiting for that something else
