    I think blog submission is to link your blog with the other blog like commenting I think and blog posting is to create you article and post as blogging.

    blog submission is for better visibility on the net
    it's not comparable with blogpost, unless you mean to buy a blogpost on other blog, they serve the same goal

    Blog submission is basically pinging blog directories and submitting to the search engines that your sit eexists, and they should index it, blog posting is trying to get more backlinks to your site by leaving relevant comments on other blogs, ensure that the comments are relevant or the admin will simply remove them#
