Why different positions in Google search / G Network search?

    I bid so that I am consistently #1 for my main keywords in Google search. But in the Google search network I consistently show #2 or 3 below the same competitors for the same keywords. Can anyone explain why?

    Nope, except QS, especially in terms of CTR, is calculated differently for each.

    I have hundreds of keywords on google and search network. Average positions on Google vary between 1 and 30+. Positions on the search network can differ by as much as plus or minus 15 places. There does not seem to be any correlation whatsoever even between essentially similar keywords, e.g.

    "Blue widget" Google ave pos. 15, network ave pos. 5
    "Blue widgets" Google ave pos. 5, network ave pos. 15

    I've given up trying to make sense of it.
