Why didn't google issue new adsense account for new users

    Hi

    i am a new user on DP and on adsense. I have applied 4 application for new adsense account whenever i apply for new account adsense redirected me on http://www.google.com/adsense ....

    can anyone please tell me that what is the problem with adsense or when google will issue adsense account i had applied 4 times . please check this problem and help me through reply..
