    Because Microsoft chose not to implement it in IE8. It will be available in IE9 due out sometime next year.

    Internet Explorer will always be years behind all other browsers. Microsoft brags about the features of IE9's preview edition but, they compare it to current browsers, which means it will be at least two to five years behind all other browsers when it comes out. IE will never be a modern browser.

    coz IE8 does not support css3.
